Sam Cann is a life-long resident of Harrison County, a graduate of WVU, (earning both BA and MA degrees), a dedicated husband, proud father and adoring grandfather.

Sam has an open-door policy and remains readily available to discuss ideas with the constituents of Harrison County.
“This is a promise I have kept and as a result of responding to the thousands of phone calls and letters I have received, I have learned a great deal about the people and the district I represent. I will continue to seek everyone’s comments and suggestions,” Sam states. “I strongly believe in ‘doing the right thing for the right reasons’ and in doing so I believe that we can continue to make strides in West Virginia.”
During the regular legislative session, Sam serves on the WV House Committees for Banking and Insurance, Government Organization and Political Subdivisions, the Select Committee on Coal Mine Permits, the Federal Stimulus Utilization Committee and the Veterans Affairs and Homeland Security Committee.
As part of the monthly Interim Committee meetings, he is vice-chair of the Technology Committee and a member of the Government Organization, Government Organization Subcommittee B, PEIA, Seniors and Long Term Care and Infrastructure Committees.
Throughout his time in the legislature, he has also served as Chairman of the Small Business & Economic Development committee, a member of the Finance committee and worked on various interim committees.

ECONOMY
Pressing on the minds of many, is the state of our economy. WV has made great strides in improving the economic outlook for residents of the Mountain State recently with the, massive repayment of state debt, a reduction in the food tax and the reduction in taxes on businesses.
Sam Cann has also been instrumental in this effort by sponsoring legislation to diversify the economy including: research into the use of WV coal for alternative fuels, investment in infrastructure and the building of private and public partnerships to improve recreation facilities. But perhaps, some of Sam’s most significant accomplishments have been his work with Graftech International in Anmoore that resulted in expansion of the facility, adding 60 new manufacturing jobs and his strategic involvement with other community leaders in obtaining a viable use for the soon-to-be vacant United Hospital Center. His work in partnership with state and local officials has had a positive impact in securing Highland Hospital as a future tenant.
Another hot-button issue on the minds of many are healthcare initiatives. Sam Cann has demonstrated a leadership role on several bills in this arena. Among them:

HB 4404 to develop discounts for medical plans and prescription drugs with the requirement of insurance companies to cover basic cancer screenings such as breast, colon, and prostate. |

HB 4354 allowing West Virginians to deduct long-term health care premiums from their federally-adjusted incomes. |

HB 4373 Eliminating the twelve-month look-back period for certain children who have had employer sponsored insurance |

Other health care related causes include: banning the practice of partial-birth abortions, creating a medical co-pay program for inmates, Increasing the criminal penalties for persons who obstruct, flee from or make false statements to law-enforcement officers and establishing procedures and criteria for the speedy payment of claims by health insurers.

Sam Cann has been instrumental in the development of community improvement efforts. His work has secured more than $4 million in grant funding in recent years, marking significant improvement to the quality of life for residents of Harrison County and throughout the state with the addition of improved water and sewer systems, sidewalks, rail trails industrial parks, roadways and more.
